I do not want a subscription to Quicken but prefer to buy it outright. Is this possible? Is the only way to get the current Quicken upgrade is buying a subscription?

Quicken has effectively been a subscription product for many years now, but the use of the term “subscription' has recently caused much confusion and misunderstanding about what’s happening.
What has changed is how you pay for Quicken. With previous versions of Quicken, you got about three and a half years of downloading and support from when it was released, and then if you didn’t purchase a newer version you could use it manually.
From 2018 onwards, the period for which the download and support is available isn’t tied to when the product is released, but rather to when you purchase it. You can buy this 'membership' for 12 months directly from Quicken, or for 24 months from retailers like Staples etc. (Amazon have an offer of 27 months currently). When your 'membership' expires, you can either renew, or continue to use the product manually as you could in the past (with the exception of the Starter Edition which becomes read only if not renewed).
Note that this is not a cloud based service, the Quicken application and your data file are still on your machine.
So it all comes down to the cost. If you want to maintain access to Quicken's online services (bank downloads and mobile app) you'll need an active membership after your current version is discontinued. Only you can decide if the cost represents value for money to you, or if you’ll be better off with a spreadsheet or other application.
The good news is there is no rush to decide, if you have a currently supported product you have until at least the end of April 2018 before you will notice any difference.

And, it has NEVER been possible to 'buy Quicken outright'. What you've bought is a License to operate Q, subject to the End User License Agreement .. which incorporated the prior terms of what is now termed the 'subscription'.
You agreed to the EULA when you installed Q. And the EULA specified that Q would stop downloading after about 3.5 years from RELEASE .. no matter when you bought it.
Current terms are 12 months (if you buy directly from Q), 27 months (if you buy from Amazon) or 24 months if you buy from another retailer.

You could try purchasing the company from the current owner.

Maybe I should offer them $20 a year for a few years.
After all that is what some of the 'complainers' have said what they think the online services are worth, and they always talk/act like they are the only customer.
    What do you think?
I think I might be willing to go up to $21 a year if they pay Intuit's service bill for the same amount of years.

You can simply buy the subscription then turn off the auto-renew feature in your account online. This only applies to all editions except Starer, which will make your data read-only if you do not renew.
